Coffeetown Road Emergency Storm Damage Mitigation

Williams Township, Northampton County, PA

Due to an August 2018 storm event, significant streambank scouring was experienced along the length of Fry’s Run, just west of Delaware Drive (State Route 611) in Williams Township, PA. The Fry’s Run is a PADEP Chapter 93 High Quality-Cold Water Fishery and Migratory Fishery listed on the 2006 Class A Wild Trout Waters by the PA Fish and Boat Commission. The erosion of the 20 ft high streambank caused the collapse of the embankment and the loss of a portion of the adjacent Coffeetown Road. Our geotechnical and municipal engineers responded to the emergency call to evaluate the extent of the slope failure and worked with the Township Department of Public Works to re-open one lane of traffic.

Colliers Engineering & Design worked closely with PADEP to obtain an Emergency Chapter 105 Stream Encroachment Permit and Municipal Solicitor to have the project declared an Emergency Project to waive the State Public Bidding Requirements. An excavation contractor was selected to restore and stabilize a 100 ft long by 20 ft high R-7 rip-rap embankment, re-open Coffeetown Road to full two-way traffic, and install guiderail for traffic safety. Our professionals also assisted Williams Township throughout the FEMA Flood Emergency Mitigation process to help secure nearly 100% reimbursement of the emergency construction materials, labor, and on-site engineering costs.
