Highlands Plan Conformance

Borough of High Bridge, Hunterdon County, NJ

In March of 2009, the Borough of High Bridge submitted a Highlands Notice of Intent to Petition Resolution.  As the Borough’s Planner, Maser Consulting began working with the municipality through the plan conformance process. The Initial assessment study was completed in November of 2009, which examined the impact that opting into the Highlands Regional Master Plan would have on High Bridge. This study was vital, as the Borough is entirely located within the planning area, where conformance to the Regional Master Plan is optional.  All of the required modules were prepared and submitted between 2009 and 2010.  On January 20, 2011, via Highlands Resolution 2011-12, High Bridge became one of the first “planning area” only municipalities to receive plan conformance from the New Jersey Highlands Council.

Maser Consulting prepared the Environmental Resource Inventory; Highlands Reexamination Report; Highlands Master Plan Element; and Highlands Land Use Ordinance/Zoning Map for adoption by the Borough over the course of 2011.  High Bridge was the first Highlands municipality to adopt the Highlands’ ordinances. Our professionals were also successful in obtaining additional funding for the Borough to complete the first Sustainable Economic Development Plan Element in the Highlands Region, which won a 2012 NJPO Achievement in Planning Award. In addition Maser Consulting also obtained additional grant funding to prepare a Land Use Plan Element, which is presently underway.
